Job Description and Duties

This is a 12 month Limited-Term position, which may be extended for an additional 12 months, not to exceed 2 years. This position may become Permanent/FT pending budget approval.

Under the general direction of the CEA, Deputy Director of Community Investment and Planning, the incumbent plays a crucial role in fostering strong ties with Tribal communities, enhancing capacity-building efforts, and supporting the development and implementation of programs tailored for Tribal communities. By working closely with project leads and other community members, the incumbent is dedicated to creating an inclusive space where the unique needs and perspectives of Tribal communities are recognized and integrated into every initiative. The incumbent will have a deep understanding of California Tribes and tribal communities, alongside the capability to offer high-level policy and program management guidance on Tribal matters to the organization's leadership. This position also involves partnering with the LCI Tribal Working Group and the LCI Tribal Liaison to enhance staff understanding of effective communication strategies that resonate with Tribal communities regarding program designs and their impacts.

The ideal candidate should be well-versed in critical areas such as affordable housing, transportation planning, and climate resiliency planning, focusing on how these topics directly affect Tribal needs and priorities. Strong analytical and research skills and a detail-oriented and organized approach will be vital for effectively supporting the SGC Tribal Housing and Capacity Initiative and advancing the organization's mission to co-power with Tribal communities.

Working Conditions

Persons appointed to this position must be reasonably expected to exert up to 10 lbs. of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects with or without a reasonable accommodation. Involves sitting most of the time but may involve walking or standing for brief periods of time. Occasional/overnight travel up to 15% may be required.

  • Demonstrated knowledge of key policy areas in affordable housing, transportation planning, and climate resiliency planning with a focus on how these areas impact Tribal needs and priorities.

  • Experience working and facilitating meetings with California Native American tribes and tribal communities.
  • Experience working with a variety of community partner groups, sometimes with conflicting interests.

  • Understanding of and experience in planning, community development, and environmental science with experience in climate policy analysis and development.

Statement of Qualifications (SOQ) Staff Services Manager I (Supervisory)

A Statement of Qualifications (SOQ) is  required and must be submitted along with your State application (STD 678). The SOQ discusses how applicants’ education and experience meet the evaluation criteria below and qualify them for the position. The SOQ documents each applicant's ability to present information clearly and concisely in writing.  You must include specific examples, including the length of time of each statement of experience, addressing each evaluation criterion listed below . The SOQ must  not exceed two (2) pages in length and be written in no less than 12-point font. Each evaluation criterion must be addressed separately and in order.

Resumes, letters, and other materials cannot substitute the SOQ. The SOQ will be utilized as screening criteria for the hiring interview only and will not be used for the purposes of examination.

1. Describe your lived and/or professional experience, knowledge, and/or academic training that would contribute to your ability to analyze and communicate policies related to tribal housing, affordable housing, housing Finance, etc.

2. Describe your experience with program development and grants or contract management, including providing guidance to grantees and/or contractors to ensure successful program implementation that incorporated partner feedback and consideration. If applicable, describe your experience working with tribal grantees and contractors in this capacity.


3. Provide examples detailing your ability to provide tribal technical assistance, conduct successful community engagement, facilitate partnerships, collaborate internally, and communicate to diverse audiences.
